I was talking to the proposed concept of ICE breakers only being able to interact with ICE whose strength it matched. That is an elegant way of having ICE breakers that could do stuff other than just break subroutines to ICE. A simple and intuitive rule in my book.
I wasn't referring to this ICE breaker or its functionality at all.
